Jeff Viohl, Founder and President

Jeff Viohl is founder and President of Viohl and Associates, a Washington-based government relations firm established in 1998 which specializes in state and federal policy consulting and advocacy. Mr. Viohl has over 25 years of experience working on legislative and regulatory issues.

This experience includes serving as a legislative staff member and state office director for U.S. Senator Daniel Patrick Moynihan, as Director of Government Relations for New York University, and as both Assistant Budget Director and Federal Liaison for the State of Indiana. Mr. Viohl received a B.A. in Foreign Affairs and Religious Studies from the University of Virginia and a J.D. from American University, and has been a member of the New York State Bar since 1987.

For 13 years, under three Governors, Mr. Viohl represented the State of Indiana in Washington, D.C. Mr. Viohl also served as both Vice Chair and Chair of the Staff Advisory Council of the NGA Committee on Human Resources. In these positions, he helped to guide the development of policy statements used by the national Governors Association to lobby a range of health care, education, workforce, homeland security/emergency preparedness, immigration, criminal justice, and social services issues. 

In his work for Indiana, Mr. Viohl actively engaged in the consideration of major state-federal policies and programs such as the 1996 welfare reform legislation, several highway program reauthorization bills, tobacco settlement legislation, the Children's Health Insurance Program (CHIP), the Low Income Energy Assistance Program (LIHEAP), State fiscal relief legislation, the No Child Left Behind Act (NCLB), the Workforce Investment Act (WIA), and Medicaid reforms.

Since then, Mr. Viohl has continued to work on health care, education and energy policy issues and his clients have included a range of private sector businesses, non-profit organizations, and trade associations. 

Mr. Viohl helped to secure enactment of tax incentives for alternative fuel infrastructure and funding to advance the development of hybrid and plug-in hybrid flexible fuel vehicles. He also worked to increase the use of alternative fuel vehicles by the federal government and to make fuel economy credits available for flexible fuel vehicles. In addition, Mr. Viohl has worked with Governors and other state officials to promote energy independence through an "all in" approach to energy production that includes both fossil fuels and renewable energy, such as solar and wind power, and regional cooperation on transmission issues. 

In the area of education, Mr. Viohl has worked to diversify community college training programs to better meet local industry needs, accelerate the use of online teacher certification curriculum, and foster collaboration between cultural institutions and schools. Most recently, he has helped to increase access to innovative web-based programs that promote health literacy and increase physical activity for school-aged youth through public-private partnerships. 

Over the last several years, Mr. Viohl has worked on a range of health care issues at the state and federal level, including various provisions of the Affordable Care Act (ACA), as well as the subsequent implementation of state and federal health exchanges and the state option to expand Medicaid. He's also strongly advocated for the integration of Medicare and Medicaid services for individuals dually eligible for both programs, greater access to affordable prescription drugs, increased use of home and community-based services (HCBS) to meet the long-term care needs of the elderly and disabled, and the expansion of telehealth services. 

Mr. Viohl's many years of experience working with both federal and state policymakers on health, energy, and education issues make him uniquely qualified to advise his clients not only on substantive matters, but also the legislative and regulatory processes at both the federal and state levels and the political environment in which governmental decisions are made. 

Jeff currently resides with his wife, Rose, in Severna Park, Maryland. They have two daughters, Emily and Megan, and share their home with an assortment of rescued cats and dogs. 

Ted Koutsoubas, Vice President of Policy and Government Affairs

Ted Koutsoubas is Vice President of Policy and Government Affairs with Viohl & Associates. He advises numerous Fortune 500 companies, trade associations, non-profits, and startups across all fifty states and the federal government, principally on healthcare and technology issues.

Employing his strong national network of relationships, Ted helps clients develop and execute multistate advocacy and association engagement strategies through the partisan and bipartisan organizations representing elected and appointed officials. He specializes in federal programs administered by state governments, most notably the Medicaid program. Ted is a veteran of dozens of political campaigns, and has counseled candidates for elected office at all levels of government.

Ted earned his bachelor's degree from the University of Pennsylvania, and serves on the Penn Alumni Board of Directors. A proud Greek American, Ted is a Leadership 2030 Fellow with the Hellenic American Leadership Council. He is originally from the great State of New Jersey and currently resides in the District’s U Street neighborhood.

Paul Burghard, Executive Assistant and Legislative Associate

Paul Burghard is Executive Assistant and Legislative Associate with Viohl & Associates. In addition to providing administrative support, he routinely conducts legislative and policy research, monitors and summarizes relevant hearings and events, and manages the firm’s communications platforms.

Prior to joining the firm, Paul interned in the U.S. House of Representatives, worked on political campaigns in Illinois, and supported several nonprofits. Paul is passionate about politics, economics, and social justice. He earned his bachelor’s degree in economics and political science from Loyola University in his hometown of Chicago. Paul spends his free time making music and enjoys video games. He currently resides in the Rosslyn neighborhood of Arlington, Virginia.
