Jeff Viohl

Jeff Viohl is founder and President of Viohl and Associates, a Washington-based government relations firm established in 1998, which specializes in state and federal policy consulting and advocacy services.  Mr. Viohl has over 25 years of experience working on federal, state, and local legislative, appropriations, and regulatory issues.

This experience includes serving as a legislative staff member and state office director for U.S. Senator Daniel Patrick Moynihan, as Director of Government Relations for New York University, and as both Assistant Budget Director and Federal Liaison for the State of Indiana.  Mr. Viohl received a B.A. in Foreign Affairs and Religious Studies from the University of Virginia and a J.D. from American University, and has been a member of the New York State Bar since 1987.  Mr. Viohl also serves on the Board of Advisors for the Center on Congress at Indiana University. 

For 13 years, under three Governors, Mr. Viohl represented the State of Indiana in Washington, D.C. Mr. Viohl also served as both Vice Chair and Chair of the Staff Advisory Council of the NGA Committee on Human Resources.  In these positions, he helped to guide the development of policy statements used by the National Governors Association to lobby a range of health care, education, workforce, homeland security/emergency preparedness, immigration, criminal justice, and social services issues.

In his work for Indiana, Mr. Viohl took an active role in advocating for major state-federal policies and programs such as the 1996 welfare reform legislation, several highway program reauthorization bills, tobacco settlement legislation, the Children’s Health Insurance Program (CHIP), the Low Income Energy Assistance Program (LIHEAP), state fiscal relief legislation, the No Child Left Behind Act (NCLB), the Workforce Investment Act, and Medicaid reform.

During consideration of the Energy Policy Act of 2005, Mr. Viohl helped secure enactment of a tax credit of up to 30% of federal income or $30,000 for fuel station owners who install alternative fuel infrastructure and a provision authorizing funding for the development of hybrid and plug-in hybrid flexible fuel vehicles.  On behalf of the National Ethanol Vehicle Coalition (NEVC), Mr. Viohl also worked to strengthen requirements for the use of alternative fuel vehicles in the federal government fleet, an extension of the federal Corporate Average Fuel Economy (CAFE) credits provided for flexible fuel vehicles, and direct funding to expand E85 infrastructure.

In the last several years, Mr. Viohl has also worked on a range of health care issues at the state and federal level, including chronic disease management, health IT, SCHIP state expansions and federal reauthorization, Medicare Part D and State Pharmacy Assistance Programs, Medicaid Upper Payment Limit (UPL) issues, home and community-based services under Medicaid, Medicare Special Needs Plans, Medicare hospital reimbursement, Medicare-Medicaid integration issues, and Medicaid waiver programs that increase coverage for the uninsured.

Other clients of Viohl and Associates have included the American Board for Certification of Teacher Excellence (ABCTE), the Central Indiana Educational Service Center, the City of Terre Haute, Duke Energy, the Generic Pharmaceutical Association (GPhA), Imagitas/PitneyBowes, Indianapolis Museum of Art, Ivy Tech Community College of Indiana, Magellan Health Services, Morgan Hospital & Medical Center, NIC (information technology) Roche Diagnostics Corporation, and UnitedHealth Group.  Mr. Viohl lives with his wife, Rose, and two daughters, Emily and Megan, in Millersville, Maryland.
